He has worked with a wide range of products including loan facilities, real estate investment trusts (Fibras) and equity certificates (CKDs).
Carlos Garcia Moreno
America Movil
Carlos Garcia Moreno has served as chief financial officer at America Movil since 2001. Prior to joining the telecoms company, he was general director of public credit at Mexico’s Ministry of Finance. He also worked as an executive director at UBS Warburg and as an associate director of finance at Pemex.
Cesar Armando Cortes

Cesar Armando Cortes is deputy general director at pension fund regulator CONSAR, where he has been for four years. Prior to joining CONSAR, Cortes worked as a risk officer at ING Group, Grupo Industrial Bepensa and the Bank of Mexico.
Martin Werner

Martin Werner is co-head of investment banking Latin America at Goldman Sachs, where has worked since 2000. Prior to joining the US bank, Werner held several roles at Mexico’s Treasury, including undersecretary of finance and public credit.
Juan Claudio Fullaondo

Juan Claudio Fullaondo is a managing director and heads HSBC’s capital financing in Mexico. He oversees both local and cross-border DCM operations for Mexican and other Latin American issuers. Before joining HSBC in 2005, he was head of investment banking at brokerage IXE and at Serfin’s debt capital markets division.
Alejandro Diaz de Leon
Mexico’s Ministry of Finance
Alejandro Diaz de Leon serves as head of debt management, where he is responsible for domestic and external financing, as well as the oil hedging program and the National Infrastructure Fund. Prior to that, he headed the pension fund for government employees and worked at the central bank.

Carlos Albarracin is a partner in the New York office of Milbank, Tweed, Hadley & McCloy and a member of the Securities Group. Albarracin focuses on the oil and gas, power, mining and transportation sectors, but advises clients in a broad range of matters related to debt and equity capital markets, as well as cross-border M&A.
Carlos Caraveo

Carlos Caraveo is the associate managing director of finance at Pemex. Prior to that he held various positions at the company’s international trading arm, the PMI Group, helping manage its North American unit responsible for its strategic alliance with Shell. He started his career at retailer Cifra, now Wal-Mart de Mexico, where he worked in the finance division.
Julio Valle

Julio Valle is investor relations officer at Pemex, where he has worked since 2004. During this time, he has been in charge of coordinating and managing policies on renewable energy and climate change. He has also managed the company’s energy transition fund.
Fabiola Ortiz
Standard & Poor’s
Fabiola Ortiz is a director in the corporate group at Standard & Poor’s in Mexico City, where she is a primary analyst for the Latin American energy sector. She has also covered the telecoms, media and entertainment sectors.
